My main field of work for the last 15 years has been Family Welfare and Public Health with focus on Human rights. Working as a University professor, researcher, NGO leader and family counsellor, I have gained comprehensive experience on this specialty. As a pubic leader/expert/academic researcher I work in close contacts with local government, participate in a number of media events/interviews to discuss family, child/women’s welfare and public health issues providing programs, recommendations, both educational and service-oriented information. In 1989 with my colleagues we established the first counseling/hot-line center, and since, I’ve been a director and family counselor of NGO ”Family Center”. I personally interviewed hundreds of family members, divorced spouses, teenagers, victims of domestic violence, hundreds of individuals who feel themselves uncomfortable living in families, they are women suffering from poverty, husband’s adultery, alcoholism, drug abuse or violence, kids, or those who are disabled, elderly, drug addict or just ordinary citizens. People expressed unhappiness, disappointments, suffers, angers with family life and feeling of injustice in social life. Human Rights issues appeared in my professional field since I started to deal with problems of Domestic Violence (DV) and Drug abuse/HIV epidemics. Analyses of NGO data (interviews, statistical database, survey, content-analyses) allowed me to reveal tendencies occurred in families and quality of state social policies. With my colleagues we are the first in a region who started publicly speak out about DV and Women’s/Children Rights. Rights to Health as a major component of Human Rights system appeared when Russia faced with Drug Abuse and HIV epidemic. Up today Russia experiences significant lack of Human Rights and Rights to Health implications into everyday's life of Russian citisens.
Unfortunately we ( my colleagues, my friends, my staff) couldn't
countinue activity under NGO framework as in 1999, hot-line and NGO "Family
Center" itself in 2004, were closed down by regional government officials.
Official reason for that governmental action was "the absence of money
pfofit out of NGO's acitivity for region's budget ". Out attempts to safe
NGO under Putin's policy of supression of NGO activity wasn't successfull
moreover we have got treatening warnings to shut down this attemtps "because
the office occupied by NGO is in need of someone who is a close relative
to one of the high aithorities of the region". But experience as a public leader and a family counsellor has become background for further scientific research and activtiy on the international level. Practical knowledge acquired through NGO acitivity allows me to reveal gaps in theory and practice in my research areas, to teach, to work out programs, recommendations and advise on the strategic development for policy concern.
